Imphal: Kangleipak Kanba Lup has submitted a memorandum a memorandum to the Chief Minister, RIMS Director and Additional Chief Secretary (Health &FW), Government of Manipur urging to rescind the March 3 Memorandum of Understanding signed between the Government and ATSUM over ST reservation pattern in Job recruitment of RIMS. 

KKL in a statement said the current SC/ST reservation in Central government recruitment is 23 percent. However, it is quite astonishing that ATSUM has taken 34 percent ST reservation in the job recruitment of RIMS under duress by threatening to call illegal total shut down. The recruitment of LDC is based on 2016 and 2019 recruitment rules while the 34 PC ST reservation percentage demanded by ATSUM is based on an orders issued in 2022. How come a Chin Kuki led ATSUM signed the MoU as an Authority? How ATSUM was allowed to represent the entire ST community in the state while signing an official document to adopt and amend a government RR and resolution, it questioned.

Questioning whether ATSUM is Authority of RIMS, KKL demanded that government should adopt its own decision. 

 Demanding to nullufy the March 3 MoU at once, it said that Job recruitment in RIMS should not reserve 34 PC for ST in future recruitment and the existing reservation policy in Central government recruitment should be followed. RIMS Director should implement the demand of KKL. 

KKL warned that it will go to Court and launch various forms of agitation if the demand is not honoured.

According to the memorandum addressed to CM, KKL the current government under the leadership of CM Biren has brought many positive changes in the governance of the State. However, regrettably a recent turn of event which has potential to overshadow the great achievement of the government is the signing of an illegal Memorandum of Understanding between Government of Manipur represented by Additional Chief Secretary (Health &FW), Government of Manipur, Authority of Regional Institute of Medical Sciences(RIMS), Imphal represented by its Director, Deputy Director(Admin) and Medical Superintendant and All Tribal Student Union (ATSUM) of Manipur represented by its President and Secretary as the same was signed under duress by putting the RIMS Authority and Government of Manipur and Public in general by calling 12 hours total shutdown in hill districts of Manipur on March 2 which is already declared as illegal by Hon’ble Supreme Court of India and Hon’ble High Court of Manipur. 

It said the application/implementation of DoPT Office memorandum issued on July 5, 2005 in the recruitment of Lower Division Clerk the result of which was declared on March 3, 2023 does not arise at all as it goes against the notification of vacancies to employment exchange issued on June 1, 2019 and over and above the notification precedes order dated 21/05/2022. As such, retrospective application of the same is ultra vires.  It urged to hold on the implementation and operation of illegal memorandum of agreement.
