Imphal: Police have arrested two persons including a retired Mandal in charge of ASO-7 who allegedly looted government funds by making forged documents of affected pattaland of expansion of NH 102.

The arrested persons have been identified as Moirangthem Ningthembi Singh (60), son of late M. Mani Singh of Heirok Part-I Heitupokpi and Irom Tomba Singh (64), son of Late L. Chandrahas Singh of Thoubal Achouba Keithel Makha.

The main accused namely Moirangthem Ningthembi recently retired from the post of Mandal holding the charge of ASO-7 in the Revenue Department while Irom Tomba Singh is the former land owner. The arrested persons have been produced before a Court in Thoubal.

Thoubal SP Haobijam Jogeshchandra while briefing reporters at his office in Thoubal said that AS & SO-I, Directorate of Settlement & Land Revenue, Government of Manipur Pangambam Yaitongba filed a complaint report with the Officer in Charge of Thoubal PS on Tuesday stating that his office has received an application from Ningthoujam Ranjit Singh, son of Kumar Singh of Khangabok Part Il Khullakpam Leikai on February 1, 2023 wherein it has been alleged that compensation has been made in respect of a plot covered by CS Dag No.7389/4689 under patta No. 536/1300 (N)measuring 0.0202 hectare situated in 28-Thoubal Achouba revenue village on the pretext of affected by expansion of NH-102 for an area of (0.0034+0.0067) 0.0101 hectare without actually affecting the field position of the plot.

An enquiry conducted through the concerned AS&SO-10 established that Ningthoujam Ranjit Singh, son of Kumar Singh of Khangabok Part-2 Khuliakpam Leikai is the present owner of the plot which is not affected by the expansion of NH 102.

However, compensation has been taken for an affected area of (0 0034+0.0067) 0.0101 hectare against tthe unaffected plot by Irom Tomba Singh, son of Late Chandrahas

Singh of Thoubal Achouba in two installments during the year 2020-2021 though he had already sold the whole plot to Ningthoujam Ranjit Singh, son of Kumar Singh of Khangabok Part-2 Khulakpam Leikai vide mutation No. 266/AS&SO-TBL of 2018 on June 27, 2018 registration being No.1036 of June 4, 2018 of Sub-Registrar Thoubal, the SP narrated.

They misappropriated the Government fund in the form of compensation over affected land by expansion of NH-102 in respect of the unaffected plot based on forged report submitted by the then in-charge AS&SO-VII, M. Ningthem Singh, now retired, in collusion with Irom Tomba Singh of Thoubal Achouba.

A case under FIR 29(2)2023 TBL-PS u/s 406/409/420/468/471/34 IPC was registered against them and an investigation into the case was effected, the SP maintained.

The police officer further said that based on the information, police arrested the two accused persons on Wednesday morning from their respective houses.

On enquiry, it came to light that the two accused persons have misappropriated the government fund by making forge documents of affected pattaland of expansion of NH-102 of plot covered by CS Dag No. 7389/4689 under patta No. 536/1300 (N)measuring 0.0202 hectare amounting to Rs.13,0000 approximately in the year 2020-2021 which was owned by Ningthoujam Ranjit Singh and they shared the misappropriated amount for their wrongful gain, he added.
