KANGPOKPI : The Kuki Students Organization General Headquarters expressed its firm resolution to endorse the All Tribal Students’ Union Manipur’s call for agitations over the issue of RIMS recruitment.
Mentioned may be made that perturbed with the alleged imperious action of the incumbent RIMS administration in depriving the reservation rights of the tribals in the direct recruitment to Group C and Group D posts, the All Tribal Students’ Union Manipur (ATSUM) called for agitation from April 3, 2023, in all hill districts of Manipur.
The decision to resort to agitation by the Union was reportedly considered after repeated pleas for streamlining of the reservation norms in direct recruitment in consonance with the rule of law being ignored by the RIMS administration.
The Department of Information and Publicity of KSO General Headquarters stated that the extent of gross violation of the quantum of reservation for Schedule Castes, Scheduled Tribes and Other Backward Classes and non-implementation of Ministry of Health and Family Welfare’s direction in the recently declared result for appointment of Lower Division Clerk (LDC) by RIMS authority has gone too far.
It stated that it is a deliberate violation of the constitutional reservation norms and rights of the Scheduled Tribes people.
The KSO expected necessary rectification and immediate action in compliance with DoPT OM and Minister of Health and Family Welfare’s direction as demanded by ATSUM. But the fact that RIMS authority, by remaining adamant in ignoring the reservation rules is a complete travesty, it stated.
It also reminded that the Ministry of Health and Family Welfare (North East Section), Govt. of India vide letter No. U-12025/19/2019-NE dated 11/05/2022 had conveyed to the then Director of RIMS for implementation of quantum of reservation in case of direct recruitment to Group ‘C’ and ‘D’ posts in Central Government institution in Manipur as 3% for SC, 34% for ST, 13% for OBC and 50% for UR.
It further stated as per Department of Personnel and Training (DoPT), Govt. of India, OM No. 36017/1/2004-Estt. (Res.) dated 05.07.2005 reservation for SCs, STs and OBCs in case of direct recruitment to Group ‘C’ and ‘D’ posts, normally attracting candidates from a locality or a region is fixed in proportion to their population in the respective UTs/States.
As such, Ministry of Health and Family Welfare (North East Section), Govt. of India vide letter No. U-12025/19/2019-NE dated 11/05/2022 had directed the RIMS to fix the reservation quantum in respect of the Scheduled Tribes of Manipur as 34%, but, the LDC result recently declared on March 3 went totally against the order issued by the then Deputy Director (Admn.), RIMS with the approval of the concern authority vide Order No. M/1/2019-RIMS (49) dated 21st May 2022, it stated.
The KSO then demanded immediate nullification of the recently declared result for appointment of LDC in RIMS as the reservation norm was deliberately not followed by RIMS authority.
In line with the All Tribal Students’ Union Manipur (ATSUM) call for agitation over the issue, the KSO will render full support to the Union, so that justice is rightfully served to the tribal communities of the state of Manipur, it stated.
It may also be recalled that the ATSUM demands include
nullification of the notorious declaration of results for appointment of LDC, RIMS dated 3rd March 2023; appropriate action against the erring RIMS administration in accordance with prevailing laws, and putting on hold of appointments and DPC of other staff till reservation of ST, SC, and OBC is streamlined.
