Kangpokpi: Terming the declaration of Lower Division Clerk (LDC) appointment results at the Regional Institute of Medical Sciences (RIMS) “notorious”, the All Tribal Students’ Union Manipur is all hot to trot against RIMS, Imphal alleging the incumbent RIMS authority of failing to nullify the LDC results.
The tribal student’s apex body alleged that the incumbent RIMS authority had on March 3 declared the LDC appointment results in a total gross violation of the reservation quantum for SC, ST, and OBC as laid down by the Government of India.
Subsequently, the next day on March 4, ATSUM demanded the incumbent RIMS authority to nullify the alleged ‘notorious’ results but the incumbent RIMS authority failed to do so. After closely monitoring the
whole episode of the situation mounting within the RIMS administration in the aftermath of the notorious declaration of LDC appointment results it came to light that despite its repeated appeals to rectify the reservation discrepancy, the incumbent RIMS authority is rather adamant in justifying its deliberate wrongdoing at the persuasion of few administrative officers which compelled us to take an extreme decision to resort to various of stir which will be launched anytime soon, stated ATSUM.
In the aftermath of the alleged notorious declaration of LDC appointment results, the student body also reached out to the National Commission for Scheduled Tribes, New Delhi, and the Ministry of Health and Family Welfare, Government of India complaining against the incumbent RIMS authority for gross violation of the reservation quantum for SC, ST, and OBC laid down by the Government of India vide DoPT OM No.36017/2/2004-Estt.(Res.) dated July 5, 2005 and the Ministry of Health and Family Welfare (North East Section) letter No.U-12025/19/2019 – NE, dated May 11, 2022.
It demanded that the recently declared result for the appointment of Lower Division Clerk (LDC) in RIMS be immediately canceled and inquiry against the erring RIMS authority is initiated and appropriate action against them be taken in accordance with prevailing laws.
It also appraised the National Commission for Scheduled Tribes and the Ministry of Health and Family Welfare that the Department of Personnel and Training (DPT), Government of India while having convinced that the direct recruitment to Group C and Group D posts normally attracts candidates from locality or a region, had fixed the reservation quantum of reserved categories on the basis of their population in the respective State/UTs and as such, the reservation quantum of SC, ST and OBC for the case of Manipur State was fixed as 3 pc for SC, 34 pc for ST and 13 pc for OBC respectively. The matter was conveyed to the then RIMS Director for strict adherence by the Ministry of Health and Family Welfare (North East Section), Government of India and in compliance with the Ministry letter, the then Deputy Director (Admin.) RIMS with the approval of the concerned authority issued an order of reservation
quantum to be followed in RIMS as 3 pc for SC, 34 pc for ST, 13 pc for OBC and 50 pc for UR vide Order No. M1/2019-RIMS (49)
dated May 21, 2022.
It also conveyed that it is also pertinent to mention that this matter was discussed in the joint meeting
of the Parliamentary Committee, National Commission for Scheduled Tribes and RIMS authority and
accordingly necessary rectification in the reservation quantum was issued by RIMS.
However, despite the clear instruction of the concerned Ministry and RIMS’ compliance order for fol-
lowing the reservation quantum of reserved categories laid down by DoPT OM No. 36017/2/2004 -Exit
(Res) dated July 3, 2005, the incumbent’s RIMS director in collusion with her administrative subordinates
deliberately manipulated the reservation quantum of SC, ST, and OBC in the recently declared result
for the appointment of Lower Division Clerk (LDC) in RIMS as this blatant act of ignoring the quantum
of reservation for SC, ST, and OBC in case of direct recruitment to Group ‘C’ and ‘D’ by the incumbent
RIMS authority is tantamount to challenging the authority of Indian Constitution and deprivation of the
Manipur tribal communities of their legitimate rights, it stated.
ATSUM in its reminder to the Director, RIMS Imphal asked the incumbent RIMS authority that when
the Ministry of Personnel, Public Grievances & Pensions, Government of India vide DoPT OM No.
36017/2/2004 -Estt.(Res) dated July 5, 2005 clearly defined the Reservation Quantum of direct recruit-
ment to group C and group D in the case of Manipur state as 3 pc for SC, 34 pc for ST, and 13 pc for
OBC, what authorized the incumbent RIMS administration to do otherwise?
It also asked when the Ministry of Health and Family Welfare (North East Section), Government of
India vide its letter No. U -12025/19/2019 – NE dated 11th May 2022 clearly instructed the RIMS ad-
ministration to follow the reservation quantum for Group C & D as 3 pc for SC, 34 pc for ST, 13 pc for
OBC, and 50 pc for UR, what authority does the incumbent RIMS administration have to deny the Min-
istry direction?
It further asked when RIMS itself had issued an order to follow the reservation quantum of 3 pc for
SC, 34 pc for ST, 13 pc for OBC, and 50 pc for UR vide Order No. M/1/2019 – RIMS (49) dated May
21, 2022, what persuaded the incumbent RIMS authority to defy its own order?
The reminder of ATSUM to the Director, RIMS Imphal signed by its President Paotinthang Lupheng
and General Secretary, SR Andria also stated that at the event of ATSUM resorting to agitation to seek
justice for the tribal communities whose constitutional rights are deprived by your office, any untoward
situation arising out of such agitation shall be held responsible by the incumbent RIMS administration.
ATSUM sought the prevalence of rule of law in the state, however, if ATSUM’s cordial plead is taken
for granted, and the notorious declaration of results for appointment of LDC, RIMS is not nullified
within a few days time, ATSUM will resort to agitation any time soon, it cautioned.
It also warned that appointments and DPC of other staff may be put on hold till reservation of ST, SC,
and OBC is streamlined.
