Imphal: Based on the State Finance Audit Report of The Comptroller and Auditor General of India, social researcher Serto Tondana Kom claimed that a total number of 6, 664 Utilisation Certificates (UCs) amounting to Rs 11, 331.76 crore is pending in respect of 35 different Departments of the State Government.
Talking to reporters at Manipur Press Club on Sunday, social researcher Serto Tondana Kom said that as compared to other Northeast States excluding Assam, the total number of UCs aggregating/pending in the State is 6, 664 with a total amount of Rs. 11, 331.76 crore.
Pointing out the trend year wise, he said that the number of UCs pending has increased by 1000 UCs every year, which is not a healthy sign. He conveyed that among the entire Northeast States, Mizoram reported lowest UCs outstanding numbers with 151 with a total amount of Rs. 171, 17 crore, Sikkim 1, 436 with a total amount of Rs. 203, 99 crore, Tripura 630 with a total amount of Rs. 223, 98 crore, Nagaland
251 with a total amount of Rs. 609, 07 crore, Arunachal Pradesh 259 with a total amount of Rs. 913.62 crore and Meghalaya 393 with a total amount of Rs. 2981.21 crore.
He said that we the people of the State felt very proud when it comes to arts and culture and games and sports but it is a matter of shame for the State when it comes to the number of UCs pending, including the State financial status. As per the audit reports and the number of UCs pending, it is questionable that the Finance Department is unclean and at the same time, there is a much need for deep discussion, the social researcher said.
He drew the attention of the State Government to intervene into the matter and take up necessary
steps at the earliest in the larger interest of the people. Serto made an observation that if the concerned
departments release the funds timely then the number of UCs pending will decrease significantly.
He said that the UCs were awaited mainly in nine departments namely Horticulture, (188 UCs: Rs. 206.63 crore); Education (U) (355 UCs: Rs. 359.14 crore); Planning (156 UCs: Rs. 366.71 crore); Municipal Administration, Housing and Urban Development (273 UCs: Rs. 485.70 crore); Medical and Health Services (90 UCs: Rs. 775.59 crore); Power (148 UCs: Rs. 918.71 crore); Education (S) (1, 073 UCs: Rs. 1, 009.95 crore); Tribal Affairs and Hills Development (2,377 UCs: Rs. 1, 769.91 crore) and Rural Development & Panchayati Raj (635 UCs: Rs. 4, 980.92 crore).
He informed that the UCs awaited for the year 2017-18 was 4, 2288 with a total amount of Rs. 6,
365.17 crore, 5, 399 with a total amount of Rs. 8, 685.15 crore for the year 2018-19 and 6, 664 with
a total amount of Rs. 11, 331.76 crore for the year 2019-20
