YFPHR condemns delayed trial and arrest in 2014 rape case

TMB Report

IMPHAL: The Youth’s Forum for Protection of Human Rights (YFPHR) has condemned the Bishnupur Women Police for its inability to arrest a rapist since October, 2014 and the extreme delay caused to the trial process by the concern court since the matter was charge sheeted on December 19, 2016, bearing Charge Sheet number 23/WPS BPR/2016.

In a press release signed by Media Coordinator S. Ngouba, the forum expressed that it is extremely surprising that the police has not been able to arrest the rapist for almost six years and the court is not able to complete the charge hearing since the last four years.

It recalled that the girl named Thoibi (name changed) was kidnapped by Phurailatpam Nanao Sharma, son of Phurailatpam Sunil Sharma of Wangjing Wangkhei, Thoubal District on the October 26, 2014 and taken to various places and repeatedly raped. The matter was reported to the Bishnupur Police which was later transferred to the WPS-BPR and registered an FIR No:10(10)2015WPS-BPR U/s. 366/368/342/376/34 IPC. However, till date the police failed to arrest the accused person since the matter was reported to the police on October 27, 2014.

It mentioned that the accused person is reported to be a very close relative of an MLA as informed by the police and therefore, the rapist couldn’t be arrested till date as full protection was provided by the said MLA. In this regard the forum has appealed to the High Court of Manipur to take up Suo motto case and directed the concerned district court to speed up the charge hearing and deliver justice to the rape survivor and her family members.

Further, YFPHR has appealed to the Chief Minister who is in charge of the Home to direct the concerned police station to arrest the rapist and announce cash reward for those who provide leads to his arrest, it added.
