Social Welfare director issues show cause notice to 6 officers in connection to arrears of Anganwadi Workers/HelpersĀ 


Imphal: In what is definitely an impact of a report by The Morning Bell newspaper, Director, Social Welfare, Manipur, Ng. Uttam Singh has served Show Cause Notices to Six officials of the Department including 4 CDPOs in connection with the alleged collection of unauthorized money by some CDPOs through Supervisors from Anganwadi Workers and Helpers in connection with payment of arrears to AWWs and AWHs.

On Thursday, The Morning Bell had reported how higher ups in the Keirao Bitra ICDS Project have allegedly deducted a huge amount from the arrears meant for the Anganwadi workers and helpers.

According to the report, despite the Government announcing an increase of Rs 1,500 for workers, Rs.1,250 for mini workers and Rs.1000 for helpers, discrepancies have erupted in payment of the arrears to the workers and helpers of some Anganwadi centres.

Reportedly, government credited Rs. 25,500 each for Anganwadi worker and Rs.17,000 for helper as an accumulated amount of arrears for 17 months. However, the same amount was not credited in full to the bank accounts of some workers and helpers under ISCDS Project Keirao Bitra. The Morning Bell report found out that on June 22 this year, an amount of Rs. 24,973 was credited to the Manipur Rural Bank (MRB) bank account of one Anganwadi worker through NEFT/RTGS after deducting Rs. 527. On the same day, Rs. 24,429 was credited to the MRB Bank account of another Anganwadi worker through NEFT/RTGS. Only Rs. 12,750 was credited to the MRB Bank account of one Anganwadi helper although she is entitled to get an accumulated arrears amount of Rs.17,000 for 17 months. An amount of Rs.527 has been fraudulently deducted from every Anganwadi worker while Rs.4250 from every helper in ICDS Keirao Bitra, The Morning Bell found through reliable sources.

Following the report, many had called on the government to look into the matter. Hence, on Friday the government appointed a three member committee to look in the matter headed by Ng. Uttam Singh, Director (SW) as Chairman and Vivek Elangbam, CFO (SW) and Gangmei Ganguilu, Dy. Secy (SW) as members.

Following the show cause notice, the Director informed that the officials involved have been given time up to 10th July, 2020 to submit a written explanation in this regards, failing which necessary action will be taken up as per law.

Further, Shri Uttam submitted a brief report to the Administrative Department today. Accordingly, Secretariat: Social Welfare Department constituted an Inquiry Committee with Director (SW) as Chairperson to inquire into the alleged corrupt practices, he asserted.

Director, Social Welfare has urged all concerned to help the committee in finding out the truth. He further said, any official found to be involved in the alleged corrupt practices will be strictly punished.

Uttam called upon all for cooperation and to provide the information/evidence to the Director who is also the Chairperson of the Inquiry Committeeabout any person or organisation who has information/evidence on the alleged illegal activity.

It may be noted that the Director has already declared that any person who can give information about the officials involved in the alleged illegal activity along with credible evidence will be rewarded in a befitting manner.
