Imphal: All Higher Educational Institutions (HEIS) including government colleges, government aided and private colleges/universities under the Department of Higher & Technical Education and SCERT will commence from January 27. The opening will however be subjected to following COVID appropriate behaviors and guidelines/SoPs as issued by the competent authorities from time to time.
This was announced in an official statement issued by Commissioner (Hr. & Tech. Edn. /SCERT), M Harekrisna on Saturday.
The note said after minute examination and deliberation, the department came up with the guidelines which shall be adopted and followed on the commencement of classes in physical and offline mode consequent to the approval by the state Cabinet on commencement of physical classes from the same date during its sitting held on January 15, 2021.
As per the guidelines the principals/principal in charge/authorities shall also ensure COVID related protocols are maintained, as are suitable at the local level depending on the local situations/adaptability in their concerned institutions/colleges.
The institutions under the Department of Higher & Technical Education, Manipur and the Department of SCERT, Manipur had in the wake of the COVID-19 outbreak and as precautionary measure, had suspended classes in all educational institutes in public interest as per Standard Operating Protocol (SoP) issued by the Central Government viz. Ministry of Human Resources Development (MHRD), Ministry of Home Affairs (MHA), University Grant Commission (UGC), and the State Government from time to time under the provisions of the Disaster Management Act, 2005 etc.
The note reminded that due to the prolonged closure and growing apprehension amongst all stakeholders including parents, students and teaching community, the Administrative Department of Higher & Technical Education, Manipur and SCERT, Manipur had also issued guidelines and Standard Operation Protocol (SoP) to be followed for conducting online classes while maintaining COVID appropriate behaviours, keeping into consideration the various orders issued by the Central and State governments from time to time.
The Director, University & Higher Education, Manipur (UHE), Director (SCERT), Controller of Technical Education, Manipur, Manipur Technical University (MTU), Imphal and Dhanamanjuri University (DMU) has also expressed concerned and recommended to start classes in physical and offline mode as the inability to start classes will make it extremely difficult to conduct the examinations scheduled by the universities and other concerned authorities resulting in a possible loss of academic year.
