IMPHAL: Days after suspension of one Rozgar Sahayak (GRS) employee posted at Konthoujam Gram Panchayat, another GRS posted at Phumlou Gram Panchayat has been placed under suspension for enrolling fake job card holders.
The GRS employee was suspended as a part of Rural Development & Panchayati Raj Minister, Thongam Biswajit Singh’s effort to check looting of Government fund under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), a scheme eyeing for providing 100 day work to the rural people.
The suspended GRS employee was identified as Sapam Ranadev Singh of Keishampat Top Leirak, a GRS posted at Phumlou Gram Panchayat.
P Gojendro Singh, Director RD & PR department has issued an order on Thursday, effecting the suspension of the GRS under Rule 10 of the Central Civil services (Classification, Control and Appeal) rules 1965.
According to a source, GRS Sapam Ranadev Singh allegedly enrolled his elder brother identified as Sapam Iboyaima Singh, a resident of Keishamthong Top Leirak in the job card muster roll of Phumlou GP. It is highly suspected that similar financial irregularities might have been committed leading to misappropriation of government fund, and at the same time depriving the opportunities of legitimate job card holders, added the source.
The individual had already got Rs. 13,392 deposited in his bank account 9011010020679 of Manipur Rural Bank, Kwakeithel branch for the Muster roll period 6/10/2019 to 30/11/2019.
With the report about fraudulently looting MGNREGS fund by the Panchayat authority in cahoots with GRS in the name of fake job card holders doing round, Government has been directing the GRS and Panchayat authorities to delete the fake and illegitimate job card holders after proper verification from time to time.
While doing so, the department received a report about fraudulently looting of MGNREGS fund in Phumlou GP by using fake job card holders. During an enquiry, it could be detected that GRS Sapam Ranadev had enrolled his brother, a resident of Imphal Municipal area, in the Muster roll of Phumlou GP. To unearth more irregularities, the GRS was suspended.
Meanwhile, Under Secretary, RD & PR department has also instructed the District Programme Coordinator (MGNREGS), Imphal West to personally look into the matter and serve show cause notice and lodge FIR (if required) against the Pradhan and members of Phumlou GP under provisions of relevant Act/guidelines to ascertain the facts of the matter.
It sought detailed action taken report within four days without fail.
Notably, following a video footage showing a woman job card worker under Konthoujam GP was forced to work alone and reports about irregularities in MGNREGS implementation went viral on social media, RD & PR Minister Th Bishwajit began axing on erring Government officials.
