Moreh police asked to hand over woman caught with narcotics

IMPHAL: Special Judge ND&PS Manipur on Tuesday directed the Investigation Officer of Moreh police station to hand over a woman caught with commercial quantity of narcotic substances to the SP Manipur Central Jail which had earlier refused remand on ground of her health, as she was suspected of Covid-19.

The direction was passed in connection with an application filed by Journey Keishing, wife of Sasangmi Keishing of Chatric Khunou village, Ukhrul praying for passing an order stating inter alia that the jail authority has not accepted the judicial remand in connection with FIR case registered at Moreh Police Station and court registered it as a Cril Misc case.

The filed application before the Special Court ND and PS mentioned that she was remanded into judicial custody yesterday by the same court in connection with an FIR case registered against her under ND&PS Act.

However, the jail authorities are not accepting her stating that she should be produced at JNIMS for medical check-up regarding Covid-19 and accordingly she was produced for medical check-up today and the doctor advised the alleged accused to be home quarantined.

Again, she was produced before the jail authorities for judicial remand and jail authorities did not accepting her stating that the woman was advised to be home quarantined by the JNIMS doctor.

The court heard Special PP through VC and perused the material on record including the Flu clinic for Covid-19 JNIMS Porompat.

The court observed that the offence falls under the commercial quantity which is punishable with rigorous imprisonment for 20 years and does not qualify under the prescribed category of the Supreme Court for release on bail.

The court order mentioned that the jail authorities cannot dishonor the remand order of the court and the Principal Secretary, Government of Manipur is to declare/designate an appropriate place/as jail quarantine centre for keeping such alleged accused persons.

Thus, the court directed the IO of the case to hand over the alleged accused to SP Manipur Central Jail Imphal along with the extract copy of the order.

The court also send extract copy order to communicate to the Principal Secretary (Home) of Manipur, Registrar General High Court of Manipur, DGP Manipur Police, IG Prison, SP Manipur Central Jail Imphal and SP Tengnoupal for information and doing the needful.
