CM hails Ministers, MLAs and state employees for achievements of the govt
IMPHAL: The significant programme called “Emergent Manipur! The Most Improved State’’ in celebration of Manipur being awarded India Today’s “State of the States Award 2020” for the most improved small state overall and law and order category was held at City Convention Centre, Imphal on Friday along with Ministers & MLAs and officials of the State Government.
The annual State of the States survey is carried out by the country’s leading media organization India Today with an aim to find which of India’s states offers its citizens the opportunities, both at work and outside.
Chief Minister N. Biren requested his council of Ministers, heads of all the governmental departments, bureaucratic officers and to all the politicians in the state to be concerned upon politics and administrations based on human values and ethics.
CM Biren expressed his deep condolence on the demise of Inspector Lisam Premchand, former OC of Nambol PS and announced that the deceased would be posthumously awarded the Chief Minister’s Medal for Gallantry, Rs. 1 lakh as an ex-gratia, a suitable government job for family member of deceased in remembrance and honour the spirit for his dedicated service, and has also affirmed to reimburse the expenditure spent in his treatment after being attack by locals and diagnosed with severe injury, after which he lost his life.
The Chief Minister also informed international footballer Ng. Bala Devi, who is a Constable in the Manipur Police Department, would be promoted to the post of Inspector in recognition of her achievements. He further said that the special allowance for police commandos, which had been discontinued earlier, would be revived.
Manipur state being selected as the winner of 2019 most improved small states in inclusive development of India Today survey, which CM Biren Singh received the award with 1,228.4 points out of 2,000 outperformed its neighboring state Tripura. He handover the trophy in accreditation to DGP LM Khaute, Chief Secretary Dr. Rajesh Kumar, and honored Nongpok Sekmai Police Station, Thoubal District on being conferred the Best Police Station Award 2020 of the country by the Union Home Ministry being recognized for the professionalism, hard work, dedication and community oriented policing by the Manipur Police. The achievement is possible due to the sincere efforts of the OC, Nongpok Sekmai PS, Keisam Premkumar Mangang, and his team, under the guidance of SP, Thoubal District and under the supervision of DGP, Manipur, he said.
CM Biren also announced that a newly constructed 100-150 bedded separate hospital for Covid-19 within the parameter of JNIMS has reached its completion and will be inaugurated in two to three days. He then launched the Mental Health Helpline number 104 especially for those being isolated due to Covid-19 pandemic, through telephonic helpline which he acknowledged to be one of the most effective ways of getting persons into contact with health services. They are cost-effective, the person can maintain his confidentiality and devoid of stigma, he said.
N. Biren said that whatever the state has achieved in the past three years and eight months is due to collective efforts of Ministers, MLAs and the employees of the state government right from the level of Grade-4 to Chief Secretary and followers to DGP of the Police Department for their equal hardwork and dedication that Manipur is leading on the path of progress. He also informed that an official letter had received an official letter from the Union Ministry of Housing and Urban Affairs which in regard to Manipur for the best performing small state in implementation of Prime Minister Street Vendor’s Atma Nibhar Nidhi.
CM Biren during his speech has urged the people not to interfere into matters of old sacred places and religious sites of any community which might create misunderstanding among different communities. He stated that rural economy plays an important part in enhancing overall economy of the state, thus assured that women markets will begin constructing in the remaining hills district and Bishenpur.
CM Biren also informed that a scheme will be launched to encourage poppy growers, introducing alternative means by adopting cultivation of medicinal plants.
The Emergent Manipur event was organised by the government of Manipur at City Convention Center, Palace Compound to celebrate its various achievements accomplished in the past three years and eight months which included the awards of Most Improved Small State (Overall & Law and Order) that was recently awarded by India Today Group.
