Lockdown extended in the state till May 17; New guidelines issued

IMPHAL: In view of the possible spread of COVID-19 as fallout of improper maintenance of social distancing norms by the general public after relaxation of lockdown in the state from May 3, Manipur Government has extended lockdown in the entire state till May 17 with immediate effect by superseding the previous order.

The order extending lockdown was issued by Chief Secretary Dr J Sureshbabu, who is also chairperson, state executive committee of the state Disaster Management Authority in exercise of conferred under Section 20(2)9(a) of the Disaster Management act. 2005. The lockdown was extended further following a decision of the state cabinet held on Wednesday in view of the developments in neighboring states and arrival of people stranded outside the State,

 Except for 15 sectors, the order has restricted all other activities.

Activities that will be permitted during the lockdown; 

Supply of Essential goods: a) Home Delivery of essential commodities, b) Locality based retails shops dealing with essential commodities like groceries for daily use, vegetables, fruits, poultry meat and fish will be opened in all districts from 6 am to 2 pm on all days except Sundays. Social distancing shall be maintained by all and mask shall be compulsorily put on by any person visiting public place. Wholesale markets at lmphal shall be opened on all days except Sunday for selling to retails shops as per permit issued by Deputy Commissioners. Movement of people on vehicles is restricted except pass holders.

All goods vehicles are allowed to cross interstate border at Mao, Jiribam and Jessami. 

Movement of all trucks and other carrier vehicles with two drivers and one helper including empty trucks after delivery of goods or for pick up of goods. All drivers and helpers of the trucks who enter the State from outside the state shall mandatorily follow the Standard Operating Protocol already notified by the Home Department and other instructions issued by the Health and Transport Dept. Any person visiting their homes shall remain under Horne quarantine as per the advice of Health Department. Shops for truck repairs and dhabas on highways are allowed with social distancing prescribed.

Hospitals, Nursing homes, Clinics and Dispensaries are allowed. All Chemists, Pharmacies and all kinds of medicine shops including Jan Aushadhi Kendras and Medical equipment shops, Medical Laboratories and collection centres, Veterinary Hospitals, dispensaries, clinics and related pathological laboratoriesand sale and supply of vaccines are permitted to open.

Public utilities including distribution of LPG through Home delivery Postal Services including post office, telecommunication and internet services, operation of water/ sanitation and waste management sectors, petrol pumps  are exempted.

Agricultural and related activities like farming operations by farmers and farm workers in field in rural areas, agencies engaged in procurement of agricultural produce including Farmer Producers companies are exempted.

 Operations of fish farms and fishing, fish feed plants,  collection, processing, distribution and sale of milk and milk products, operation of poultry farms and hatcheries, piggery and dairy development, animal feed manufacturing are exempted from the purview of the lockdown.

Reserve Bank of India and RBI regulated Financial market, Bank branches and ATMs and Business Correspondents are allowed.

All Educational Institutions, Training and Coaching Centers shall remain closed. These establishments are expected to maintain the academic schedule through online teaching.

MNREGA works are allowed in rural areas with strict implementation of social distancing and face mask.

Print and electronic media, Courier services, Private security services, Food processing units, Mineral water manufacturing and distribution, Home delivery of food by restaurants and outlets are allowed.

Construction of roads and railway projects including MSMEs in rural areas, Construction and maintenance of rural water supply schemes, Construction of works in construction projects are allowed.

 All State Government offices shalI be opened. All officers of the rank of Under Secretary and above shall attend. In respect of other categories 33 percent of the staff will attend office by rotation. All Treasury offices will function with required staff.  All offices dealing with essential services will function normally. All Central government offices may function as per the guidelines issued by Government of India.  There shall be total ban on visitors.
