KANGPOKPI: As many as 30/40 Auto rickshaw violating the lockdown 3.0 in Kangpokpi District Headquarters were detained by Kangpokpi Police in collaboration with Kangpokpi Youth Union today.
The auto rickshaws mostly belonging to local plying within Kangpokpi DHQs and few others from Senapati, Nagamapal Imphal, etc. were detained at Brig. M. Thomas Ground, Kangpokpi. Later, the Auto rickshaws were released in the afternoon with fine.
Kangpokpi District Headquarters came to alive once again post lockdown 2.0 when market places were relaxed from 6 am till 4 pm in the afternoon since yesterday with the enforcement of lockdown 3.0.
The District police had a hard time monitoring the movement of exempted vehicles, market places, etc. apart from maintaining social distancing and compulsory masks. The local youth jump in to assist the police personnel since today.
Kangpokpi District Magistrate/DC, Lalithambigai Kalidas, IAS issued the new guideline to be followed during the new lockdown 3.0 in Kangpokpi District today in pursuance of Secretariat: Home Department, Government of Manipur marked as ‘A’ to be enforce in all parts of Kangpokpi District with effect from today.
Further the exemptions marked as ‘B’ was also issued which are to be subjected to observance of national directives for COVID-19 management.
The new guidelines marked as ‘A’ comprised all activities restricted until further order while the new guidelines marked as ‘B’ comprised the national directives for COVID-19 management in public and work places to be followed in the district.
According to the new guidelines marked as “A”, markets may open from 6 am till 4 pm in the afternoon while movement of public between 6 pm to 6 am is strictly prohibited.
All public transport, including buses, taxis and auto rickshaws are not allowed in the new guidelines. While it allowed the function of all Government offices within the District with attendance of 50 per cent of the employees, it strictly prohibited the functioning of schools/colleges/educational/training/ coaching institutions. However, it permitted online-distance learning.
Hospital services such as Hotel, restaurants, etc. except those for housing health/police/Government officials/health workers/stranded persons, including tourists and those used for quarantine facilities and those catering home delivery of food, are also strictly prohibited.
Religious places, places of worships, religious congregation will be closed for public and are strictly prohibited. However, private offices are allowed to open subjected to strictly following social distancing norms.
Inter-state buses for public transport except as permitted by state home department are strictly prohibited and inter-state movement of individual are also still not permitted except for medical reasons or for activities permitted by state home department.
Barber shops, spas and salon, social, political, sports, entertainment, academic, cultural, religion function and other gathering are also strictly prohibited in the new guidelines while cinema halls, shopping malls, gymnasiums, sports complexes, swimming pools, entertainment parks, theatres, bars and auditoriums, assembly halls and similar places are also prohibited to open.
According to the new guidelines of lockdown 3.0 marked ‘B’ for public places, wearing of face cover is compulsory in all public places in the district. All persons incharge of public places and transport shall ensure social distancing as per the guidelines issued by Ministry of Health and Family Welfare.
No organizations/Manager of public places shall allow gathering of five (5) or more persons. Marriages related gathering shall ensure social distancing and the maximum number guests allowed shall not exceed fifty (50). Funeral/last rites gathering shall ensure social distancing and the maximum number allowed shall not be more than twenty (20).
Spitting in public places shall be punishable with fine, as may be prescribed by other relevant rules. Consumption of liquor, paan, gutkha, tobacco, etc. in publics is strictly prohibited while shops selling liquor, paan, gutkha, tobacco, etc. will ensure minimum six (6) feet distance from each other and also ensure that not more than five (5) are present at one time at the shop.
Wearing of face cover is compulsory in all work places and adequate stock of such face covers shall be made available. All persons incharge of work places shall ensure social distancing, both within the work places and in company transport.
Social distancing at work places shall be ensures through adequate gaps between shifts, staggering the lunch breaks of staffs, etc. Provision of thermal screening, hand wash and sanitizers preferably touch free mechanism will be made at all entry and exit points and common areas. In addition, sufficient quantities of hand wash and sanitizers shall be made available in places.
Frequent sanitization of entire workplaces, common facilities and all points which into human contact, e.g. a door handles, etc. shall be ensured, including between shifts. Use of Arogya Setu shall be mandatory for all employees, both private and public. It shall be the responsibility of the Heads of respective organizations to ensure 100% coverage of this app among the employees while large physical meeting shall be avoided.
Persons above 56 years of age, persons with co-morbidities, pregnant women and children below 10 years shall stay at home, except for meeting essential requirements and for heath purposes.
