IW police detain 3 including Addl SP Brinda for lockdown violations

TMB Report

Imphal: In the wake of the spread of Covid-19 pandemic in the state, acting on a requested alert to SP Imphal West by SP Kakching and its Control Room three persons including Additional SP Thounaojam Brinda were detained by a petrol team of Imphal West Police at Sangaiprou on Tuesday at around 12:50 AM.

According to a press release by Superintendant of Police, Imphal West, the detained persons were identified as Thounaojam Brida, wife of RS Chinglen of Yaiskul Janmasthan, Imphal West; Phairembam Socia, wife of Chanambam Ibungo of Bishnupur Ward Number 7, Bishnupur and Huidrom Anil Singh, son of Huidrom Nabakumar of Wangkhei Laishram Leikai, Imphal East.

The SP Imphal West stated that at around 10:20 PM of Monday SP Kakching informed SP Imphal West that a White Creta car bearing registration number MN01G 3839 was stopped for checking at Kakching near Kakching Bazar by a Police team of Kakching Police Station and during the checking a lady occupant introduced herself as an Additional SP and drove away with the vehicle before proper verification was conducted.

Immediately SP Kakching and her Control Room requested SP Imphal West to alert all district boundaries. The control room and night duty officers of Imphal West were alerted at important police checkpoints, the IW SP stated.

Then, after midnight, at about 12:50 AM the vehicle was noticed at Sangaiprou area of Imphal West under Lamphel Police Station by a night patrol team with women police. When the Police team tried to verify in view of strict lockdown measures as per the order of the government, the occupants did not give cooperation. Three occupants were found inside the vehicle which used tinted glass, as per the press release.

They refused to give details of their travel, purpose of travel, etc. and they showed a hostile attitude. Accordingly an additional police team was called in and after about one hour, the Police team was allowed to check the vehicle, the IW SP said in the release states.

The SP further stated that the three persons did not disclose the places they travelled and the purpose of their visit properly. After much persuasion, Phairembam Sonia revealed that she and Brinda picked up Huidrom Anil at about 6:00 PM of Monday from his house in Wangkhei, Imphal East and drove towards Irilbung, Ngarian Hill, Yairipok in Imphal East, Yairipok (Thoubal Part) Thoubal Bazar, Khongjom in Thoubal District, kakching, Kakching Khunou, Wangoo Lamkhai in Kakching District, then Kumbi, Moirang Bishnupur to Malom near Airport in Bishnupur District and then to Imphal West District from Nambol side.

She further stated that they offered prayer at Thangjing Temple around midnight. However, they didn’t disclose where they went in between as they took considerable time to cover the distance. The object was to verify if they had visited any person in Containment zones particularly in the five districts they have visited on Monday. However they did not disclose the information and Brinda also objected to the removal of tinted films from her vehicle. Finally a challan was issued to her and she left at about 2: 30 am, the SP stated in the release.

The IW SP stated that after they left, it is learnt from the records that Phairembam Sonia is the wife of an ex-KYKL cadre who surrendered to Government and now serving in Police Department as a Havaldar and staying in the family line of 1st MR. There is no explanation on how they took about four hours to cover from Imphal to Kakching which can be covered in hardly one and half hours, the SP stated adding that they must have visited some persons in the district worst hit by Covid-19.

Now Additional SP Thounaojam Brinda and the other two occupants in the vehicle violated the Covid-19 lockdown guidelines, obstructed the functioning of the frontline workers and concealed her travel routes and contact persons, the SP stated adding that she freely roamed around in five districts with her friends in a most irresponsible manner. Now the family line of 1st MR is declared as a containment area on Tuesday as one personnel, his wife and child were found Covid-19 positive. The Quarter of Phairembam Sonia is now in the containment area. It shows how vulnerable the activities of the three persons including Thounaojam Brinda is and how irresponsibly they acted, the IW SP stated.

There is a high chance of spread of the pandemic if such careless and irresponsible activities are continued. Unfortunately, there are some people who justify such activities particularly in social media like Facebook and undermine the efforts of the Government and its agencies including frontline workers. Such a negative approach will encourage the violators and discourage the agencies and frontline workers combating Covid-19, the SP stated.

General Police is requested to refrain from such irresponsible activities and give cooperation to the various agencies including the frontline workers who are working tirelessly round the clock for the last four months by risking their lives, the SP stated in the release.

The SP also informed that in the wake of the spread of Covid-19 among persons having no travel history in different parts of the state, he appealed the general public to follow the guidelines of the lockdown to prevent and contain the spread of the pandemic in the state.
