IMPHAL: Human Rights Council Manipur has petitioned the Manipur Human Rights Commission against the gross medical negligence which led to death of Md Iqbal Haque (38) of Lilong Haoriebi Makha Leikai.
The petitioned was filed by one Md Rabi Khan, Advocate and Secretary Human Rights Council Manipur against Principal Secretary (Health), Director and Medical Superintendent of RIMS, Director and Medical Superintendent of JNIMS.
On behalf of the victim family, he filed the complaint to bring justice and equity.
In the petition, the complainant stated that on July 24, 2020, Md Iqbal Haque was admitted at JNIMS Hospital, Porompat for his treatment due to complaint of belly pain. On the next day, the doctors concerned were ready for operation after collecting ultrasound and other test reports including Covid-19 test. Suddenly, on July 26, the patient was referred to a private hospital (Lamjingba Hospital) on the ground that there was no doctor available for surgery. The patient (now deceased) was admitted at Lamjingba Hospital but later on the said hospital also refused to treat the patient. Thereafter, the patient was admitted at RIMS Hospital. After few minutes the RIMS authorities also turned away the patient and his party. The patient was again brought back to JNIMS Hospital but on reaching the hospital gate, the patient took his last breath. On the other hand, the patient was not suffering from any Covid-19 related case.
During his lifetime, Md. Iqbal Haque was running a two wheeler workshop for Tyre puncture repairing/replacing at his locality for livelihood He was the only bread earner of the family Now, he left behind his wife and three minor daughters including a 5 month old baby.
Late Md Iqbal Haque died due to gross medical negligence on the part of the Hospital authorities as well as doctors concerned. It smacks of failure to maintain professional ethics on the part of the doctors of the said two reputed government hospitals Hence, the act and attitude of the concerned authorities clearly shows the gross Violation of the human rights of a citizen of the country given under the Constitution of India, Rabi Khan alleged in his petition.
The complainant demanded that a proper enquiry regarding the death of Md Iqbal Haque be conducted.
It demanded to take action against the concerned doctors/staff of JNIMS and RIMS Hospitals for refusing the treatment of Md Iqbal Haque, to direct the Director General of Police (DGP) Manipur for registration of an FIR against the negligent doctors/staff/authorizes of JNIMS and RIMS Hospitals for refusing to give proper treatment to Md. Iqbal Haque.
