IMPHAL: State Home department has issued a Special Operational Procedure (SOP) for entry of patients who have been discharged from hospitals.

In an office memorandum issued by Special Home secretary, it said that the inter-state border points at Mao. Jiribam and Jessami have been closed by the State Government to check the spread of COVID 19.

The State Government has been allowing the patient and relatives to return back to Manipur on their requests purely on humanitarian ground even though the possibility of misuse of the permission to enter Into Manipur cannot be ruled out.

According to the SOP, the patient should have been hospitalized for treatment as indoor patient. The patient should have been duly discharged by the hospital. Application seeking permission for entry into Manipur should be submitted to the State Home Dept with all supporting documents at least 2 days before the date of arrival. No entry will be allowed without written permission from the government.

Only the patient and one more person will be allowed entry excluding the driver of the ambulance/vehicle. The two persons and the driver should be examined by the medical team at the entry point. Both the patient and the accompanying person including the driver if he is staying back, will have to be either Home Quarantined or Institutional Quarantined mandatorily depending on the advice of the Health department official or medical team. All other persons carried m such vehicles shall be detained at quarantine centers at Jiribam or Mao.

The driver(s) in case they do not belong to Manipur, should leave Manipur immediately after dropping the patient.
