IMPHAL: Manipur Government has framed a regulation called ‘the Manipur Epidemic Diseases (Enforcement of COVID-19 guidelines) Regulation 2020 for effective implementation of the guidelines and restrictions in connection with COVID-19 pandemic under section 2 of the Epidemic Diseases Act, 1897.
The regulation framed by the State Home department and published in the Manipur Gazette on Saturday shall be in force for a period of one year.
The regulation authorizes concerned District Magistrates, Superintendent of Police, Additional Deputy Commissioners, Additional SPs, Sub Divisional Officers, Sub Divisional Police Officers, Police Inspectors, Revenue Inspectors, Sub Inspectors of Police and Assistant Sub Inspectors of Police to strictly implement the regulations.
According to the regulations, any individual violating the guideline and restrictions issued by the Manipur State Disaster Management Authority and the state Government in connection with COVID-19 pandemic will be penalized with fines. Any individual will be fined Rs. 1000 for violating quarantine guidelines, Rs. 200 for failure to wear mask, to maintain social distancing and consumption of Paan, Gutka and tobacco in public places, Rs 500 for spitting in public places and for any violation of guidelines. Any gathering in excess of authorized number of persons on ceremonies and fucntions will attract Rs 10,000 fine.
The authorized persons or authorities shall maintain proper accounts of penalties collected and accumulated penalty amount will be deposited through Treasury challan to the Receipt Head of Account 0055-Police, 00-105 – Reciept of State Head Quarter Police and they will issue a receipt in the form of TR-5 to the penalized person in the acknowledgment of receipt of penalties.
Any offender fails to pay the penalty on the spot will be prosecuted under section 188 of IPC and the authorized Police officer shall take cognizance of the offence on his own or on recipet of any complaint from the authorized person or Authority.
The newly framed regulation provides protection to the authorized persons who are enforcing the guidelines in good faith. No suit or legal proceedings shall lie against any authorized persons for anything done in good faith for ensuring the stricter compliance of the regulations.
