Doctors gherao JNIMS director office, Director appeals to suspend stir

IMPHAL: Aggrieved Assistant professors, Senior Resident doctors and Associate professors of JNIMS on Wednesday took mass casual leave and gheraoed the office of the director demanding the government to remove the incumbent director from his post.

Assistant professors, Senior Resident doctors and Associate professors committee (APSRA) secretary Dr S. Bikram Aditya told reporters that the committee since 2018 has been demanding JNIMS authority to implement time scale promotion for all including non-PG senior residents/lady medical officers/Casualty Medical Officers, promotion of 50 percent of sanctioned post of senior residents, provisions teachers’ quota for non-PG senior residents, Absorption of tenure senior residents. The committee has also been protesting against fresh recruitment of Assistant professors until their demands are fulfilled. The committee had also met the Chief minister, Medical Minister, Health Commissioner on several occasions and apprised them of their demands. Unfortunately, all their demands are yet to be fulfilled with the incumbent JNIMS director Dr. Bhimo Singh failing to initiate proper initiative regardin the demands.

The director is the root cause for all suffering of the doctors as he failed to initiate positive actions on time to the tune of the doctors’ voice, he said.

Stating that the current recruitment process of Assistant professors vide notification no 1/514/appointment of Asst. Prof.JNIMS/2017 is against the agreement between the Chief minister and members of APSRA committee on various meetings, he demanded that the ongoing interview for new recruitment of Asst. Professors should be cancelled.

Alleging that the incumbent director is more interested in fresh recruitment of Asst. professors to take his personal benefit rather than welfare of the teachers of JNIMS who have been suffering for years, he said that the director issued the notification for recruitment of Asst Professors of Anesthesiology and Radiotherapy of JNIMS through media yesterday and the interview of it was also held on the same day.

To achieve our demand, we wanted to go on cease work strike but decided not to take such extreme step in view of the public suffering such strike may entail. Instead, We decided to take mass casual leave for the day to gherao the director office. Untill the director is removed, the gherao will continue, he added.

Meanwhile, JNIMS Director Dr Th Bhimo has appealed to the agitating doctors to call off their protest citing such protest is not permissible under the provisions of the Essential Service Maintenance Act, still in force in JNIMS.

The director has also issued a notification to this effect today.

The director while addressing reporters at his office chamber today said that the APSRA committee of JNIMS had submitted a copy of resolution of their meeting to the Chief minister intimating their decision of taking mass casual leave suddenly and gherao at the office of the director till their demands are fulfilled.

Gherao is purely undemocratic and as such members of APSRA are not expected to gherao the A block. The mass casual leave is not permissible under the provisions of the Essential Service Maintenance Act, still in force at JNIMS. Operation of the act in JNIMS has been notified by the director time and again, he said.

He continued that tie scale promotion for all is under active consideration by the concerned authority of JNIMS in consultation with the related department of state government. Promotion of 50 percent of all eligible senior residents/tutors/demonstrators/lady Medica; officers/ Casulaty Medical Officers against sanctioned regular post of Senior residents/tutors/Demonstrators/ lady Medical officers/ Casualty Medical Officers has already been implemented in JNIMS since February 2019 and shall be implemented on 1st February every year.

He appealed to the agitating doctors to avoid undemocratic actions and mass casual leave keeping in view of the ongoing Manipur University examination of MBBS and patient care in public interest.
