IMPHAL: With the Covid-19 infection cases among the local people sans significant travel history surging unabated, State Cabinet has decided to continue with the total lockdown currently in effect in the entire state for more 9 days as well as well curfew till August 15 with relaxations in certain activities.
Exercising the powers conferred under section 20(2) (a) of the Disaster Management Act 2005, Dr Rajesh Kumar, Chief Secretary and also Chairman, State Executive Committee, State Disaster Management Authority has issued an order effecting the complete lockdown on Thursday.
Notably, State Government was compelled to re-impose complete lockdown since July 23 with the local transmission of COVID-19 seemingly spiraling out of control in the state.
According to the order, there shall be complete lockdown till August 15 and Deputy Commissioners will issue order imposing curfew in their districts. High Court of Manipur may issue its own order and guidelines based on orders and guidelines issued by the Central Government and State Government.
This time, Government has allowed opening of locality based retails shops dealing with essential commodities like groceries for daily use, vegetables, fruits, milk booths, poultry meat and fish in all districts from 8 AM to 12 noon on all days except Sundays. Whole sale shops in Thangal Bazar and Dharmashala have been allowed to open from 10 AM to 3 PM on all days except Sunday to cater requirments of retailers of Imphal West, Churachandpur, Pherzawl, Tamenglong and Noney on Monday and Thursday, Imphal East, Senapati, Kangpokpi, Ukhrul, Kamjong on Tuesday and Friday, Chandel, Tengnoupal, Bishnupur, Kakching, Jiribam on Wednesday and Saturday.
Home Delivery of essential commodities, collection, processing, distribution and sale of milk and milk products will be allowed. No vehicles shall be allowed to move for local purchase in Imphal West and Imphal East. Vehicles of retailers will be allowed to go to wholesale shops with curfew permits issued by DCs concerned.
All goods vehicles are allowed to cross interstate border at Mao, Jiribam and Jessami. Movement of all trucks and other carrier vehicles with two drivers and one helper including empty trucks after delivery of goods or for pick up of goods, Shops for truck repairs and dhabas on highways are allowed with social distancing prescribed.
Hospitals, Nursing homes, Clinics and Dispensaries, All Chemists, Pharmacies and all kinds of medicine shops including Jan Aushadhi Kendras and Medical equipment shops, Medical Laboratories and collection centres, Veterinary Hospitals, dispensaries, clinics and related pathological laboratories and sale and supply of vaccines are allowed.
Distribution of LPG through Home delivery, Postal Services including post office, Telecommunication and internet services, Operation of Water / sanitation, power supply and waste management sectors, Petrol pumps —only for essential services as notified by CAF & PD department, Airport and Airlines are allowed.
Farming operations by farmers and farm workers in field in rural areas, Agencies engaged in procurement of agricultural and horticultural produce including Farmer Producers companies are allowed.
Operations of fish farms, Fish feed plants, Operation of poultry farms and hatcheries, piggery and dairy development, Animal feed manufacturing will be exempted from the purview of the lockdpwn.
Reserve Bank of India and RBI regulated Financial market, Bank branches and ATMs and Business Correspondents are allowed to function with minimal staff not exceeding 30 percent of the existing staff. LIC to function with minimal staff not exceeding 10% of the existing staff.
The lockdown will not cover Print and electronic media.
Movement of private vehicles for emergency services including medical and veterinary care, all exempted category of employees attending work place will be allowed.
All Central and State Government offices dealing essential services shall be opened. All Officers of the rank of Under Secretary and above in the Secretariat shall attend. In respect of other categories 10 percent of the staff will attend as decided by the Administrative Secretary/Head of Department.
The order has also listed names of some Shops dealing with spare parts and tyres situated at Thangal Keithel and MG Avenue which are allowed to open from 7 AM to 12 noon on all days. They are SP Tyre and Threads, Thangal Keithel, Pintu Motors, Delhi Motors and Raja Automobiles, all located at MG Avenue.
Sova Workshop, Khabam Lamkhai, Jati Workshop, Chingmeirong, Nanao Workshop, Pheidinga, Deepak Workshop, Luwangsangbam, Brojen Workshop, Khabeisoi, Boy Workshop, New Chekon and City Sales, Mantripukhri will be allowed to open from 7 AM to 2 PM on all days, added the order.
