CRPF personnel from Chhattisgarh tests positive
THOUBAL: The spread of Covid-19 has reached alarming proportion in Thoubal district, after the rapid rise in number of infected persons without travel history prompting the district administration to clamp a total lockdown in the district on Tuesday.
In view of the shifting scenario toward a distinct aggravation, the chief secretary and the chairman of State Disaster Management Authority Dr. J Suresh Babu clamped curfew throughout the district with immediate effect and restricted movement of people from their residences till July 27, 2020 unless the situation improves. The deputy commissioner of Thoubal District also issued a formal notification in this regard.
According to the notification issued by Chief Secretary J. Suresh Babu, due to increase in number of Covid-19 infection in persons without travel history, complete lockdown (curfew) has been imposed in the district until further order to break the chain of transmission under Disaster Management Act, 2005. Only essential services with permission from the deputy commissioner will be allowed free movement. Others have been prohibited from leaving their residences. The order also imposed complete ban on other modes of travelling within the district.
On the other hand, the prohibitory orders from the district magistrate stated that enforcement of measures to prevent the spread of Covid-19 in areas of Thoubal district in the containment zones through intensive contact tracing, house to house surveillance and testing of primary contacts of the Covid-19 positive cases were carried out to break the chain of transmission.
However, during the contact tracing exercise and on further screening, the number of Covid-19 positive cases among the primary contacts who are the residents of the Thoubal district have increased in the last few days. Thus, the order to promulgate prohibitory orders to stop the movement of any person outside of their respective residences in the scheduled containment areas with immediate effect until further notice was announced. The order excluded agencies of government involved in maintenance of law and order and essential/emergency services.
In addition, all the main markets located within Thoubal district will remain closed with immediate effect until further orders..
Today, a personnel of CRPF from Heirok part (iii) Ngarouthel Leikai in the district who was in home quarantine was detected to be Covid-19 positive. A medical team has picked him up and transferred him to treatment centre and his family members have been taken for testing. The paramilitary had returned home from his posting in Chhatisgarh and was stationed at a community quarantine centre at Wangjing. Test conducted there declared him negative of the disease but during his home quarantine period which began on July 12, he developed symptoms and was consequently tested which confirmed he was positive. The locality has been declared as a containment zone.
In the interim period, the district ADM L Radhakanta issued a notice for monitoring the Covid-19 situation in the district by dividing it into six circles and appointment of the respective SDCs as executive magistrate for each circle.
As per the order the executive magistrate for Lilong Circle will be SDC Lilong Rahina Sahani, for Irong Chesaba Circle SDC Irong Chesaba Prakash Kangjam, for Thoubal Circle SDC Thoubal Mangte Jonathan Kom, for Khongjom Circle SDC Khongjom N. Beikul, for Yairipok circle SDC Yairipok P.Lalchungpu Kabui, and for Heirok circle SDC Heirok L.Ashakumer.
It may be recalled that after transmission of Covid-19 was observed in many persons in the district who have no travel history including ward member, pradhan, doctor, GRS among others, there was detection of further spread to their family members and primary contacts including children, many of whom have been transferred to Covid Care centres for treatment thereafter.
When testing were conducted today on 150 close contacts of volunteers who had tested positive for the disease at Thoubal district hospital, five of them were found to be positive for the virus. Out of the new positive cases were the wife and child of the volunteer from Lilong who had tested positive on July 17 last.
Till now, 477 tests have been conducted with rapid antigen kits at the hospital for Covid-19 and 27 of them were found positive for the virus and have been shifted to the Covid Care Centre at Thoubal. The total count in the district for Covid-19 is 113 so far including those inmates of different quarantine centres who had tested positive earlier.
Expressing her views on the prevailing situation, Thoubal District Deputy Commissioner N. Bandanana told media persons at her office today that the containment measures taken up by the administration is to save the lives of the people and appealed to the latter to support the government agencies. She said unless there is cooperation from the side of the public all measures will be rendered useless. She reiterated the government’s instructions to the public to stay indoors during the curfew and help in curbing the spread of the disease.
