IMPHAL: The All Tribal Students’ Union Manipur (ATSUM), Democratic Students’ Alliance of Manpur (DESAM) and Apunba Ireipakki Maheiroi Sinpanglup (AIMS) has reminded the state government of appointed a native IAS officer as the next Chief Secretary when the term of Suresh Babu ends.
ATSUM, DESAM and AIMS are in the knowledge that the incumbent Chief Secretary of Manipur is retiring this month i.e. July 2020 after many years of illustrious service in the administration and it is hopeful that BJP Government under N. Biren Singh charismatic leadership will act in a fair and just manner, keeping in mind the interest of all ethnic communities of Manipur by upholding the Memorandum of Understanding (MoU) inked between the Govt. of Manipur and the three student organisations on June, 2018 at Chief Minister’s office chamber, Seiboi Haokip (GS ATSUM), Leishangthem Lamyanba (GS DESAM) and Khumujam Romen (President AIMS) said in a joint statement.
The three student bodies are not oblivious of the mass rallies and democratic protests held at the heart of the capital (Imphal) for appointment of a native IAS officer as the chief secretary of Manipur but on failing to concede to our demands, an MoU was inked containing 4 points for appointment of the same in due course of time, the student bodies stated.
Our experiences of the past made us cautious about the issue at hand but we are optimistic that a native officer amongst 3/4 senior most IAS officer of the same batch available in the state is given a chance either by virtue of his seniority or the existing convention, the student bodies said adding that breach of the MoU will not only cause disenchantment in the bureaucracy but invites social upheavals in the state of Manipur.
