ADC funds being mishandled, says ATSUM; calls on concern to disclose actual expenditure

IMPHAL: The All Tribal Student Union Manipur (ATSUM) has urged the concerned authority to investigate the mishandling of funds belonging to the ADCs and disclose the actual expenditure statement which was sanctioned to the various hills Autonomous District Council (ADC) to the public domain at the earliest.

ATSUM finance secretary Kakai Singsit, while briefing the media person at its office said that both the state and central governments have sanctioned an enough amount of money for the six ADCs for the development activities in the hills area. However, people from all the concerned areas have found the manner of utilization of funds by the ADC as very dissatisfactory, he said.

The government had disbursed Rupees 46, 36, 85,000 on August 28 2019 under 3rd state finance commission for 2019-20, Rupees 143 Crore on March 26 2018 under 14th finance commission whereas Rupees 25, 70, 74,996 was sanctioned on August 18, 2020 under 15th finance commission towards the six district ADC for its developmental projects. However, not more than one district was seen utilizing the fund properly for the hills development projects during its implementation, he added.

It also said that such fund were given by the government to take care of the grievances of the less fortunate and impoverished people and also for the purposes of developmental activities in the particular hills area. However, the observation of expenditure of the allotted amount was totally contradictory and the implementation happening at the ground is very different from the fund sanctioned by the state and central governments.

He continued to mention that the true motive for an extension of the ADC election made by its ADC members was to withdraw the remaining fund bill which was still pending. However, ATSUM has stood strongly against the proposed extension, he added.

Further, ATSUM stated it was also shocked by the act of Tribal Affairs and Hills department officers for remaining as blind and silent spectators as concerned officers were liable for every in and out disbursement regarding the misuse of funds. Hence the monitoring committee should perform their duties sincerely by monitoring the expenditure statement that had been filed by the ADC members in order to make grass root government (ADC) function with transparency, he added
