Imphal: A two days orientation programme in connection with the implementation of various welfare schemes and programmes for person with disabilities in the state kicks off at Lamyanba Shanglen, Palace Compound on Tuesday.
The event was organised by Disability Cell, Social Welfare Department, Government of Manipur under the agendas “Implementation of various welfare schemes for persons with disabilities & implementation of UDID project in the state”, with target group like district social welfare officers, child development project officers (Imphal East, West, Thoubal and Bishnupur Distircts), extention officers, community organisers, supervisors (Imphal East, West, Thoubal and Bishnupur Districts) and data entry operators of district social welfare officers.
Director Social Welfare Department, Government of Manipur Ng. Uttam and Child Welfare Officer, Social Welfare Department, Government of Manipur L. Dhaneshwor graced the programme.
Speaking at the programme, Director Ng. Uttam said that the orientation programme is mainly organised to make the people aware of the various schemes which many are not yet aware of it.
He said, due to many problems, the successful implementation of various schemes meant for differently abled persons has been hindered and out of four components of “CM Gi Sotharabasingi Tengbang” scheme, three components are meant for differently abled persons of the state.
Ng. Uttam also said that most of the schemes available wish for increments of funds, however, due to lack of adequate proper resources of the state, they cannot fulfil their wishes.
With timely improvement of resources of the state, the government will surely compensate the persons with disabilities with their timely require facilities.
Unfortunately, the various schemes are unable to reach to most of the person with disabilities, mainly residing at far remote places of different district and lack of awareness program is the main reason and said providing awareness at the anganwadis will be the best effective, he added.
Ng. Uttam further said that many of the people do not give importance to the awareness, notices or advertisement published at news papers, electronic media as they are more keen of reading only the headlines not the components inside of the headlines, which is also one of many reason why most of the schemes are unable to reach to person with disabilities.
Ng. Uttam urged the people residing at far off remote places that if they have person with disabilities, they must contact the District Social Welfare Officers and let them take pictures or videos of the person with disabilities and the schemes will be made available through the District Social Welfare Officers.
There has also been process of UDID and almost all the schemes will be made available to the person with disabilities, once UDID is implemented all over India, he added.
Ng. Uttam also appeals the people of the state not to feel shy or hide the person with disabilities of their family, instead bring them out and grab the opportunities they can get from the various schemes made for them.
As part of the programme, an interaction session with various department officials and resource persons also held where the officers of the social welfare department gave PowerPoint presentation on various schemes taken up by the department.
